Kevin, I don't know anything about the public availability of documents in this campaign. If I understand things correctly, though, PERB did not rule in this case. AFSCME rescinded their notice of intent to strike in order to avoid an unfavorable ruling by PERB (which is dominated by anti-union Republicans, and which could have given a ruling that would have split the union by taking away the right to strike of certain classes of workers).
